Kassym-Jomart Tokayev noted that strengthening the integrity of the state and society is one of the main priorities of the state.
"Undoubtedly, the country's progressive development is impossible without mutual agreement and trust between citizens and the government. But it's clear that such agreement doesn't emerge on its own. Public harmony is the result of multifaceted, tireless efforts. As President, I prioritize this issue. We are implementing the concept of a 'Listening State.' These large-scale reforms are based on the principles of open dialogue, consideration of public demands, and prompt response to citizens' requests. Representatives of all levels of government, including ministers, akims, and deputies, must take an active part in this important work. This is the constitutional duty of civil servants," he said.
In recent years, the country has been implementing fundamental legal and social reforms. As a progressive nation, we are obligated to ingrain the principle of "Law and Order" as an integral part of our national identity. The President emphasized the need to explain in simple terms to citizens, especially young people, the need to respect the law and obey it. Maintaining law and order is essential for ensuring a high quality of life for citizens. This fundamental principle is clearly reflected in the New Constitution, adopted by national referendum.
"The Basic Law of Kazakhstan is the unshakable foundation of a just society that ensures equal opportunities for all citizens. The highest value, enshrined in our Constitution, is the individual and their inalienable right to life. The Constitution establishes such fundamental principles of state activity as respect for the rights and freedoms of citizens, ensuring the rule of law, and improving the well-being of the people. Ultimately, any reform on the path to establishing a new state is carried out, first and foremost, by the will of the people and with their direct support. Of course, such changes do not happen overnight," the Head of State said.
According to him, a fundamentally new format of dialogue has been formed between society and the state.
"As you know, in 2019, I announced the need to adopt a new model of administrative justice. This was a crucial step taken to protect our citizens and businesses from illegal actions by the authorities. In 2021, the Administrative Procedure Code came into force. The launch of the online platform "e-Otіnіsh" gave new impetus to interaction between the state and society. It has become a tool for the most transparent and effective review of citizen appeals and prompt decision-making. This system also provided ample opportunities to reduce bureaucratic red tape and take public opinion into account. Thus, a fundamentally new format of dialogue between society and the state was established. The fact that over the past five years, government agencies have received approximately 16 million appeals serves as compelling evidence of this," he added.
