Finance Minister Bakhyt Sultanov told about the progress of the comprehensive privatization plan for 2016-2020 at a meeting of the Government of Kazakhstan, Kazpravda reports.
"To date, out of all 887 objects of privatisation put out, 266 are at the stage of reorganisation and liquidation, and fulfillment of a comprehensive privatisation plan, taking into account the reorganized and liquidated objects, is 77.4%," said Bakhyt Sultanov.
According to the minister, in the comprehensive plan for privatization for 2016-2020, in total for the first half of the year, 502 out of 887 objects were put up, 421 of them were sold for a total of 216 billion tenge.
"104 objects were planned for the sale in the first half of the year, 89 objects were actually put for sale, and it was decided to reorganise 15 companies, 39 of which were sold for 36 billion tenge," said Bakhyt Sultanov, Kazpravda reports.
The speaker also stressed that in order to accelerate the process, the Ministry developed and approved the Action Plan for 2018 on completion of privatisation of the objects of the Complex Privatisation Plan for 2016-2020 (except for Samruk-Kazyna companies, being put out for IPO / SPO), which is submitted to local executive bodies, national managing holdings and companies. Through the state register, the process of privatisation is constantly monitored.
"There are problems with four top objects of the state property, because the state bodies have failed to implement the necessary actions for their sale or the recommendations of the privatisation commission. These are the objects of the ministries for investment and development, defense and aerospace industry, culture and sports, education and science," - said Bakhyt Sultanov.
The minister also noted that out of 63 top facilities of the comprehensive plan until 2020, 15 have been sold for KZT110.5 bn.
"39 top facilities are planned for privatization this year, 8 of which were put up for sale in the first half of the year, including 2 of them sold. Other objects are in pre-sale preparation and negotiation stage," he stressed.
"Following the results of 9 months of the Roadmap (comprehensive privatisation plan - author's comment), we suggest to punish the responsible executors in case of late fulfillment of the planned activities and tasks," said Bakhyt Sultanov.
In addition, the Finance Minister gave a number of instructions to central state and local executive bodies, national holdings, as well as companies.
However, according to the minister, despite the problems, the privatisation process goes in accordance with the sales schedules.
"Until the end of this year, 87 objects are to be put up for sale, 20 of them are of republican ownership, 31 objects of municipal property and 36 assets of the quasi-public sector," said Bakhyt Sultanov.
