The Ministry of National Economy is carrying out large-scale work to attract investments to the sphere of natural monopolies, including the housing and utilities sector. This was announced at the plenary session of the Senate of the Parliament by the head of the department, Timur Suleimenov.

“This will allow attracting investments in natural monopolies until 2021 in the amount of 2.2 trillion tenge, including about 1.3 trillion tenge in the housing sector. Over the past 3 years, investments in the amount of 1.02 trillion tenge have actually been attracted, including 684 billion tenge in the housing and utilities sector,” he said.

In addition, according to the minister, within the framework of the new tariff policy, investments by international financial organisations are actively involved.

“For the last 2 years, the international financial organisations attracted 19.6 billion tenge. This allowed not only to stop the growth of infrastructure deterioration, but also to reverse the negative trend. So, according to the results of 2017, the average wear of the infrastructure was not 66%, but 64.9%, that is, it decreased by 1.1%,” Timur Suleimenov said.

The President in his speech at the opening of the third session of the Parliament of the sixth convocation focused on the need to improve legislation in the field of housing and public utilities and tariff setting to attract investors and international financial institutions. Also, on November 11, 2014 in the Message on Nurly Zhol he noted the need for modernisation of housing and public utilities, water and heat networks.
