President of Kazakhstan Kassym-Jomart Tokayev criticized the local governorates (akimats) for abuse of power.
"The vicious practice continues when local governorates often abuse their powers by involving teachers for administrative purposes. All kinds of activities that have nothing to do with education. I instruct the Government to take urgent, one might say, cardinal measures to solve these problems," President said at the August pedagogical conference.
Instead, the local executive bodies need to motivate the graduates to stay in their regions.
“Education is actually a branch of the economy, hence it requires serious attention to itself and capital investments. It is the only way to ensure sustainable development of regions and the country. Local governors should regularly allocate their own grants for study at universities, thinking through a system of motivating the graduates to stay in their regions. It is extremely important. In the modern world, investments in education and human development provide sustainable and long-term economic growth,” said the President, noting that the state should help parents of children in terms of access to quality education.
“Parents pool all the family resources to give their children a good education. The state should help the parents precisely in terms of access to quality education. The government is obliged to think of education as a priority area in its activities. This happens in almost all developed nations,” Tokayev concluded.

Kazakh President has charged to double the salary of teachers within the four years in order to attract skilled staff and raise the teacher’s profile.
Currently the earnings of teachers remain the lowest and make just 65% of the average wages in the total economy. As the President noted, adoption of the law and implementation of the said measures would lead to significant changes. The task of the Government is to provide practical implementation of all the rules adopted.
