At an expanded meeting of the Senate Committee on Constitutional Legislation, the Judiciary and Law Enforcement Agencies, deputies discussed the draft law "On Amendments and Additions to some legislative acts of the Republic of Kazakhstan on the abolition of the death penalty."
On November 16 of this year, Head of State Kassym-Jomart Tokayev at a meeting of the National Council of Public Trust said that the death penalty in Kazakhstan should be abolished completely. In this regard, the bill provides for amendments to exclude the death penalty.
The document was developed in accordance with the Second Optional Protocol to the International Covenant on Civil and Political Rights. Thus, the legislation of the country now proposes to completely exclude the measure of punishment in the form of the death penalty, including for particularly serious crimes of a military nature committed during wartime.
During the meeting of the Committee, senators noted that the complete abolition of the death penalty in the country will contribute to ensuring human rights and guarantees of the highest constitutional value – the right to life.
