The head of state, during his working trip to the Zhetysu region, held a meeting with the public of the region. In his speech, Kassym-Jomart Tokayev noted that he always treats this region with special warmth.

The President recalled that the territory of the former Almaty region was too vast, therefore, in order to increase the efficiency of local governments, it was decided to divide it into two separate regions. According to him, this is a carefully thought-out decision designed to improve the lives of local residents. Currently, to increase the socio-economic potential of Zhetysu, the necessary funds are allocated from the budget, assistance is being provided. This will help attract investment and modernize the infrastructure of the region.

The head of state focused on important issues, the solution of which should give a new impetus to the economy and social sphere of the region. Kassym-Zhomart Tokayev called the development of agriculture and food production the primary task. In his opinion, the fertile and generous land of Zhetysu has great potential for the development of agriculture.

"Today, 100,000 hectares of unused land have been identified in the region. Land is the property of the people. They should benefit all citizens, and not just landowners. Akims should keep this issue under personal control. There are great opportunities for irrigated agriculture in the region. Today 70 percent of the irrigation networks in the region are worn out.All this needs to be restored and modernized.It is possible to increase the area of ​​irrigated land by 18,000 hectares in Aksu, Alakol and Sarkand regions.On this issue, the Ministry of Ecology, Geology and Natural Resources, together with the regional akimat, needs to take specific measures ", - he said.

Kassym-Jomart Tokayev noted that sugar production should become one of the priority areas in the agricultural sector. Two out of four domestic sugar factories are located in Zhetysu. The reduction in the area under sugar beet crops has led to a shortage of raw materials and the downtime of one of the enterprises.

"This caused an increase in dependence on imports. Since 2017, 12 billion tenge has been allocated from the local budget to launch the plant. This summer, there was a shortage of sugar, its cost rose sharply. All this happened due to the inertia and inaction of the relevant authorities," the president said. .

The head of state instructed to launch the idle plant as soon as possible and, if necessary, consider the possibility of attracting new investors. In addition, he announced the need to ensure 100% utilization of two sugar factories in the region and bring the volume of white sugar produced at them to 180,000 tons by 2026.

Kassym-Jomart Tokayev said that the region also has great potential in vegetable growing and horticulture. In this regard, it is necessary to solve the issue of building modern warehouses.

Further, the president dwelled on the issues of industrial development and business support. Assessing positively the growth dynamics of the industrial sector in the region, he noted that 23 facilities have been put into operation since the beginning of the year.

"I would like to highlight the modernization and launch of the plant for the production of high-quality silicon Kazsilicon, which has been idle for several years, and the construction of the Elektromanganets plant for the direct reduction of iron. Both enterprises are unique for our country. They should become a platform for the development and dissemination of advanced technologies in the field of metallurgy. In addition In addition, an investment portfolio has been formed in the region until 2026, which includes 162 projects with the creation of over 7,000 jobs. Kassym-Jomart Tokayev noted the need to more actively attract new investors to the manufacturing industry, which will create high-quality jobs. In his opinion, the battery plant, one of the backbone enterprises of the region, has great prospects for further development.

"The uninterrupted operation of this enterprise directly depends on the stability and volume of supplies of raw materials. The launch of a plant for the production of industrial batteries is also expected. To provide these enterprises with the necessary amount of raw materials, a complete ban on the export of lead scrap from the country should be introduced," the president emphasized.

The head of state considers it important to attract international transport and logistics companies to the region, given the large transit opportunities. To do this, there is a special economic zone "Khorgos - Eastern Gate", which includes a dry port, logistics and industrial zones.

"A good example is the planned construction of a transshipment terminal at Dostyk station, which will be able to handle 9 million tons of cargo and 300,000 containers per year. In addition, it is necessary to resolve issues on the implementation of a joint project with China to build the Hubei Kelison industrial park," the head of state stressed. 

The President called small and medium business the leading sector that determines the pace of economic development and the level of productive employment. According to him, the state will continue to support entrepreneurs. The head of state also dwelled on the development of digital technologies, pointing out that powerful IT clusters are being formed in Astana and Almaty. He believes that the Zhetysu region has great potential in the IT sector. Due to its advantages, many digital nomads can be attracted to the region. To do this, first of all, it is necessary to develop the infrastructure.

The President drew attention to the fact that it is necessary to modernize housing and communal services and automobile infrastructure in the region. 90 percent of the population of the Zhetysu region are provided with centralized water supply, but a significant part of the water supply networks are already worn out. 1.2 thousand kilometers of pipelines are in need of major repairs. Therefore, as one of the main tasks, the akimat was instructed to carry out a phased modernization of water supply networks in the region.

"An important task is to ensure the quality of drinking water. You all know very well that this problem has not been solved in Tekeli for many years. The residents of the city were left without clean drinking water. This issue must be urgently resolved. of this instruction. The government should consider the issue of allocating funds from the republican budget next year," the president said.

Noting that blue fuel is available only to 10% of the inhabitants of the region, Kassym-Jomart Tokayev instructed to gasify a number of settlements.

"The construction of the Almaty-Taldykorgan gas pipeline made it possible to supply gas to the regional center. I instruct to provide gas to all settlements from the Kerbulak district to the suburbs of Taldykorgan by 2025. In addition, it is necessary to build the Taldykorgan-Usharal gas pipeline. This will allow supplying gas to Aksu , Sarkand and Alakol districts, where 180,000 people live. I instruct the Government to finance this project in stages. It is necessary to speed up work to provide gas to the Zhetysu region. At the same time, the cost of connecting to the gas network should not be too high for citizens," the head of state said.

Kassym-Jomart Tokayev dwelled separately on the problems of the road industry. According to him, the construction of the Taldykorgan-Kalbatau-Ust-Kamenogorsk and Usharal-Dostyk highways is underway. The competent authorities were instructed to take strict control over the progress of work and put the tracks into operation next year.

"An urgent task remains the repair of the republican highway passing through the Kerbulak and Panfilov regions. This is a very important section. Therefore, the Government and the akimat are instructed to complete complex restoration work next year. The issue of financing must be urgently resolved. The road must be built with high quality and on time. This affects on the quality of life of the local population and on road safety. In the region, 61 people died as a result of traffic accidents on the roads of republican significance in 9 months. This is a terrifying figure. The number of accidents, including fatalities, is growing in the country. We must put an end to this. Every a road accident with fatalities should be considered as an emergency. Human life is our main wealth," the president said.

Speaking about improving the social infrastructure, the Head of State noted that there are no emergency schools and schools with three-shift education in the region. But at the same time, as was said in the speech, one should not relax. Issues related to schools should be in the area of ​​constant attention of the akimat.

The President recalled his initiative to open branches of five leading technical universities in the world in Kazakhstan. Currently, on his instructions, the Government, together with the regional akimat, is working on the issue of creating a branch of a large foreign technological university in Taldykorgan.

"Taking into account the specifics of the region, the university will train specialists in the field of agriculture, industry, tourism and digital technologies. This will reduce the outflow of young people from the region and provide the local economy with highly professional personnel," the head of state said.

According to the president, this year 12 modular complexes for medical posts will be built in remote small settlements of six districts of the region, and by 2024 similar facilities will appear in 40 more villages. In addition, a number of healthcare institutions in the region will be overhauled.

According to Kassym-Jomart Tokayev, in order to improve the health of the nation, it is important to consistently popularize children's and mass sports. The national project "Healthy Nation" sets the task to bring the coverage of citizens involved in physical culture and sports to 50% by 2025. In the Zhetysu region, this figure today is 34%.

“In order to achieve the set goals, the development of sports infrastructure is required, especially in rural areas. In the villages of the region, it is necessary to build modular sports and recreation complexes, which are built quickly and at low cost. Last year, a modern Olympic swimming pool was opened in Taldykorgan, which has no analogues in Central Asia. Now there is a question of development in the field of skiing, for which the Zhetysu mountains are perfect. In this regard, I instruct the Government to ensure the construction of a modern ski and biathlon complex in the region," the head of state said.

Kassym-Jomart Tokayev noted that the akimat of the Zhetysu region needs to pay special attention to the development of tourism.

"Lakes Alakol and Balkhash have great potential. The national parks "Altyn Emel" and "Dzhungarskiy Alatau" are unique places for the development of ecotourism. The famous gorges of Shadzha and Kora in Tekeli are full of magnificent views. tourists need to build the appropriate infrastructure and create comfortable conditions.We face a difficult task.In recent years, considerable work has been done in this direction.Of course, this cannot be limited.In the national parks of Zhetysu, investment projects worth more than 3 billion tenge will be implemented.Large investors will be attracted ", the President said.

The meeting also focused on the environmental situation in the region. Issues of contamination of the city of Tekeli with waste from the lead-zinc plant were discussed. To prevent desertification of lands, the importance of greening the coast of Balkhash was noted. The head of state stressed that this work should be coordinated by the Ministry of Ecology. According to him, the authorized bodies, together with China, should take control of the transboundary discharge of water into the Ili River.

The head of state noted that today the world has entered a difficult geopolitical situation and an unprecedented period of global challenges. According to him, the number of conflicts and wars is growing, and distrust between countries has increased. In this difficult situation, the unity of our people, the preservation of stability and harmony in society are of particular importance. A useful contribution to this work is made by the Assembly of the People of Kazakhstan. An important role is also played by the National Kurultai, which was recognized as a universal platform for national dialogue. The activities of this institution will strengthen the unity of our people on the basis of partnership between the government and society.
