Kassym-Jomart Tokayev took part in an extraordinary summit of the Organization of Turkic States.
The extraordinary summit of the Organization of Turkic States began with a moment of silence in memory of those killed in the earthquake in Turkey.
At the beginning of his speech, Kassym-Jomart Tokayev thanked Azerbaijani President Ilham Aliyev for the proposal to hold a meeting of the heads of Turkic states and expressed gratitude to President Recep Tayyip Erdogan for the hospitality. The leader of Kazakhstan once again expressed his condolences to the families and friends of those who died as a result of the devastating earthquake, as well as to the entire Turkish people.
For this purpose, numerous volunteers arrived from Kazakhstan to Turkey, who helped tirelessly. These are true patriots, people of great soul who are always at the forefront if trouble happens. The participation of volunteers in our common affairs is very important. Therefore, I invite representatives of the member countries of our organization to the Volunteer Forum, which will be held in Astana this year. As the saying goes, "Light is a burden lifted together." We are ready to continue to support fraternal Turkey," the head of state said. which will be held in Astana this year. The President said that the Kazakh side is ready to build a social facility in the disaster zone. He praised the efforts of the international community to assist Turkey.
"We welcome the initiative of our partners in Europe to hold an International Donor Conference. I am sure that the Turkic countries will also take part in the implementation of such initiatives. At the most critical moment, the Turkic states demonstrated their solidarity and responsiveness. Let our unity grow stronger and our cooperation, which has always been stronger, relies on mutual support," Kassym-Jomart Tokayev said.
In his speech, the head of state drew attention to the importance of the theme of the summit "Management of natural disasters, emergency situations and humanitarian assistance." In his opinion, the growing number of natural and man-made disasters is becoming one of the most urgent international problems.
The President stressed that in such a difficult period, Kazakhstan is an active participant in humanitarian efforts. He focused on the importance of prompt response to emergencies. In this context, Kassym-Jomart Tokayev made a number of proposals aimed at strengthening the interaction between the UTC Secretariat and the participating countries.
"It is necessary to unite our efforts in order to prevent natural disasters. The earthquake in Turkey showed the need for constant readiness for such threats. Therefore, I propose to establish a joint force of our emergency agencies within the organization. This structure can be created on the basis of the Center for Emergency Situations and Disaster Risk Reduction in Almaty. This center was established in 2016 by the governments of Kazakhstan and Kyrgyzstan. I consider it appropriate to give the joint forces the status of the secretariat of the organization's civil protection, which will coordinate the work to provide assistance to countries affected by natural disasters. International events will be organized within this structure, including refresher courses and training of rescuers," the head of state said.
In addition, the President noted the need to improve the readiness of search and rescue services. To this end, he proposed to develop a common list of forces and technical equipment of rescue services operating in the ATC countries. This measure will allow us to quickly respond in case of a critical situation and coordinate actions to eliminate the consequences of a natural disaster.
Kassym-Jomart Tokayev pointed out the importance of exchanging information and experience to prevent emergencies. He said that this autumn Kazakhstan will host the international training camp "Kazkutkaru". The head of state invited the rescue services of the UTC member states to take part in this event and offered to organize the first meeting of responsible leaders in this area.
The leader of Kazakhstan stated the importance of strengthening the cooperation of the Turkic world in the current geopolitical and economic situation in the world.
"Our organization has taken a worthy place in the international arena. Our countries need to bring political, economic and cultural cooperation to a new level. This is one of the priority areas of Kazakhstan's foreign policy," the President stressed.
The head of state invited his colleagues in the Organization to take part in the 10th anniversary UTC summit, which is planned to be held this autumn in Kazakhstan.
"This year, the Republic of Turkey is celebrating its centenary. This is a great historical milestone. In a short period, Turkey has become a truly strong, influential and authoritative state in the international arena. A huge merit in this belongs to President Recep Tayyip Erdogan personally. This is recognized by the entire world community," said Kassym-Jomart Tokayev.
He wished the Turkish leader success in the upcoming presidential and parliamentary elections and expressed confidence that the people of Turkey will support him.
