Head of State signed the Social Code of Kazakhstan

The head of state signed the Social Code of the Republic of Kazakhstan.

The head of state also signed 3 laws accompanying the Social Code: the Constitutional Law of the Republic of Kazakhstan “On Amendments to Certain Constitutional Laws of the Republic of Kazakhstan”; Law of the Republic of Kazakhstan "On amendments and additions to certain legislative acts of the Republic of Kazakhstan on issues of social security"; Law of the Republic of Kazakhstan "On amendments and additions to the Code of the Republic of Kazakhstan on Administrative Offenses".

The new code and laws provide for an increase in the amount of state social benefits and special state benefits by 14.5% for persons with disabilities, for the loss of a breadwinner and certain categories of persons raising a child with a disability, caring for a person with a disability of the first group, persons who are assigned pensions for special merits, victims of political repressions and persons who have suffered from political repressions and have disabilities.

The right to receive state benefits is granted to convicts who are in institutions of the penitentiary system and who care for a convict with a disability of the first group. 

The provision of compulsory social and medical insurance for individual assistants who provide services to persons with disabilities of the first group who have difficulty in moving is also fixed. 

The Code introduced the concept of the “Ata Zholy” card, which is issued to business immigrants or persons with in-demand professions from among ethnic Kazakhs (citizens of other countries) to strengthen their connection with their historical homeland and to realize their potential in Kazakhstan. 

In addition, the commission fee of the Unified Accumulative Pension Fund has been reduced from 0.01% per month of pension assets to 0.008%, but not more than 0.04 times the monthly calculation index from one individual pension account.

Recipients of pension payments for long service are given the right to withdraw pension savings to improve housing conditions and (or) to pay for treatment for themselves or their spouse or close relatives. 

It also provides for the transition from the declarative to the revealing nature of the registration of offenses in the field of family and domestic relations, reconciliation with the offender is excluded in the event of repeated offenses in the field of family and domestic relations, and the responsibility for repeated offenses in this area is toughened.
