
Addressing the forum participants, Kassym-Jomart Tokayev positively assessed the innovative search of youth and noted that such initiatives will always receive support from government bodies.
According to the president, educated, truly patriotic citizens who are capable of critical thinking should take an active part in governing the state.
– The Presidential Youth Personnel Reserve provides a unique opportunity for such purposeful youth. Today the reserve includes 400 specialists. 280 of them, or 70 percent, are appointed to senior positions in central and local government. Many work in the quasi-public sector and in business. In this regard, I would like to note the great contribution of the former chairman of the Agency for Civil Service Affairs, Anar Zhailganova, to the implementation of this initiative. Currently, the country is undergoing large-scale reforms. New decisive steps are being taken for the benefit of the prosperity of our state. I believe that gifted young people like you should become the driving force and reliable support of these transformations,” the head of state emphasized.
Kassym-Jomart Tokayev said that selection for the regional youth personnel reserve will begin in the near future. Akims are instructed to ensure its transparent and fair passage. In addition, when forming a personnel reserve, the specifics of the socio-economic situation in each region will be taken into account.
The President dwelled in detail on the issues of forming a new culture and value guidelines for civil servants. In his opinion, in all areas, especially in government bodies, it is necessary to follow the principle of the rule of law and order.
– There must be a dictatorship of law and order. Without this, we will not be able to hold our country in these difficult geopolitical conditions. You must understand this well. Not only government officials, but the entire society must strictly follow the law. This does not at all mean a limitation of democracy; on the contrary, it provides the basis for building a sovereign, mature democracy in our country,” the head of state said.
He also noted that the time has come to finally eradicate the bureaucracy and paperwork that has accumulated over many years. The head of state instructed to attract successful people from various sectors of the economy to the civil service. The President emphasized that he has high hopes for young people.
“The time will come when we will give way to you.” We will retire, and you will replace us. But you must be ready to serve your country, serve our Motherland. We are entering a very difficult time, we see what turmoil is happening abroad,” he said .
Kassym-Jomart Tokayev also ordered to ensure gender balance in the civil service, saying that “women are more responsible.”
