Head of State spoke at the World Conference on Artificial Intelligence

The President attended the opening ceremony of the World Conference on Artificial Intelligence in Shanghai, dedicated to the theme "Partnership in Artificial Intelligence for a Brighter Future," .

At the beginning of his speech, the Head of State noted that this conference reflects China's outstanding achievements in the field of artificial intelligence.

"Today, more than half of the world's AI researchers are from China. Chinese innovators account for the largest number of AI patents, and the country's dynamic innovation ecosystem is advancing at breakthrough rates in many areas of advanced technology," the President said.

He supported the concept of "AI for good, AI for all" put forward by the World Conference on Artificial Intelligence.

"We believe the proposed principles should underpin our joint efforts to ensure that technological progress benefits all. I am convinced that the future belongs to those who are able to closely cooperate and build strong partnerships based on mutual trust and shared interests. In this context, the ambitious concept of building a community with a shared future for humanity, proposed by President Xi Jinping, is of paramount importance. Kazakhstan highly values ​​this forward-looking initiative and believes that it is particularly relevant in the era of artificial intelligence," emphasized Kassym-Jomart Tokayev.

The President also praised Xi Jinping's outstanding leadership, whose strategic vision defines the development of modern China.

"In my country, Chairman Xi is considered a great leader of historic proportions, under whose wise and confident leadership the country is moving toward new, impressive achievements in this turbulent, unpredictable, and mutually hostile world. In October 2029, China will celebrate the 80th anniversary of the founding of the People's Republic of China. Eighty years is a lifetime, and for half of that time, China struggled with the devastating effects of political and economic upheaval. And in just 40 years, China has achieved incredible success in its development, completely overcoming poverty and becoming a global superpower with a widely diversified economy, including ultra-high technology. This achievement was made possible thanks to the leading role of the Communist Party and its competent and exceptionally capable leader, Chairman Xi Jinping," noted Kassym-Jomart Tokayev.

No country should remain just an AI consumer – Tokayev

In his view, AI is emerging as an industry with a fully-fledged infrastructure that will have a decisive impact on the future of the economy, trade, and global connectivity.

According to the UN, investment in artificial intelligence infrastructure and related technologies has grown at an average annual rate of 47 percent. The global AI market is expected to reach nearly $5 trillion by 2033. Therefore, it seems clear that AI governance must be comprehensive and encompass the entire value chain—from semiconductors and data centers to ethics, education, and the protection of human dignity.

At the same time, this transformation is taking place during a period of significant fragmentation, characterized by geopolitical uncertainty and a lack of trust between major global powers. Unfortunately, the vast majority of states focus far more on addressing the consequences of conflicts and do virtually nothing to prevent them. AI offers us a historic opportunity to change this irrational logic by advancing early warning systems, preventive diplomacy, humanitarian response, and peacekeeping, the Head of State stated.

The President believes it is crucial that artificial intelligence can become a driving force for more equitable and inclusive development.

"No country should remain merely a consumer of AI. Every state must have the opportunity to develop its own human capital, digital infrastructure, and institutional capacity. Once again, this is about fairness and justice. Our shared goal is to ensure that artificial intelligence serves the interests of the economy and society. At the same time, AI must remain under the capable and intelligent control of humans."

This is why Kazakhstan believes the decision to establish the World Organization for Artificial Intelligence Cooperation is of historic significance. I am confident that this Organization can become the foundation of a universal AI governance architecture. It should become an instrument for mutually beneficial cooperation in the interests of prosperity and the security of all humanity, emphasized Kassym-Jomart Tokayev.
