Government meeting held in Astana

    "Today, we are on the brink of another wave of the world financial recession. Instability in the financial sector of the European zone speaks for its probability. However, despite this fact, our tasks should be fulfilled and activity should be coordinated," Premier Karim Massimov said while chairing a government meeting in Astana.
    The PM charged newly-appointed Vice Prime Minister Kairat Kelimbetov to coordinate the work on part of all state agencies, national companies and akimats.
    Massimov also commissioned Vice Premier Yerbol Orynabyev to develop relevant memos to be signed with ministries, Gazeta.kz said.
    
    Responsibilities delineated
    Serik Akhmetov has been named first deputy prime minister, supervising
    economy regional and regional policy issues, overseeing the implementation of the national Industrialization Program, energy, tourism, the technical regulation of the gold industry, the implementation of state policy on increasing local content in the procurement of goods, work and services.
    Akhmetov will also be responsible for the agro-industrial sector, water and land relations, environmental protection, natural resource use, aerospace industry, construction, the modernization of the housing and utilities sector, the development of transport infrastructure and logistics.
    “Therefore, you will also coordinate the implementation of the Housing and Utilities Sector Modernization Program, the Housing Construction Program, Agro-industrial Complex Development Program, the “Ak Bulak,” Transport Infrastructure Development Program, emergency situations and the development of the defense industry,” Karim Massimov said at the meeting yesterday, according to www.pm.kz.
    Deputy Prime Minister Yerbol Orynbayev will be responsible for the education, science, healthcare, social policy, social partnership, culture and sport sectors.
    Also, small and medium-sized business, the coordination of cooperation between private business and state agencies including foreign enterprises, the implementation of administrative reform, a reduction in administrative barriers including taxation legislation and customs administration will be under his supervision.
    Orynbayev will also seek to improve Doing Business ratings, the implementation of World Bank projects, European Commission related projects, those connected with the Organization of Economic Cooperation and Development and the American Chamber of Commerce in Kazakhstan.
    “You will coordinate the implementation of the Business Road Map – 2020 and Employment – 2020 Programs as well,” the Prime Minister said, according to www.pm.kz.
    Deputy Prime Minister Kairat Kelimbetov will supervise macroeconomic and budget policy.
    “You will supervise state assets management, tax and customs policy, the development of private-public partnership including concession issues. Besides, the regulation of natural monopolies, the development of competitiveness, trade and credit policy and state planning systems are under your supervision as well”.
    “You also control issues related to Kazakhstan’s WTO accession and cooperation within the European Economic Commission, EruAsEC and the Single Economic Space,” he said on www.pm.kz.
