President calls for officials to be promoted based on merit

    Career advancement should be fueled by merit, President Nursultan Nazarbayev said.
    "A person should advance in their career based on their merit... I am someone who has gone through all that could be gone through - I went from being a worker to working in district administration, urban and regional management and then national leadership," Nazarbayev said at a meeting with 'A' Corps’ government officials.
    He commented that it is obvious today that those who work hard and do everything they can are not the ones being promoted.
    The President advised civil servants who lost their jobs during the crisis to refrain from blaming and take personal responsibility
    "People are different. During our economic reforms, some understood the situation properly, started working successfully, started a business, and live well today, they have everything," Nazarbayev said.
    He went on to say that, some people did not have enough education or experience.
    "They found themselves on the roadside, dissatisfied, blaming everyone and everything. Someone over there is guilty in everything, from the akim (head) of the district or the region, up to the president. Unfortunately, man tends not to think of his faults," he said.
    The president noted Kazakhstan has practically recreated its administrative corps.
    "You have passed through a difficult phase of selection, and have proved you know the law very well, and that you are masters of your job. People who failed to pass the competition should not assume at all he was dismissed. He is in the reserve and has all opportunities to return to the corps," the president said.
    Nazarbayev added that from January 1, 2014, the salaries of 'A' Corps civil servants will be raised by 50 percent.
    "Good payment for workers, civil servants, especially for the 'A' Corps is an injection against corruption. Income should be sufficient to live and support a family. So from January 1 of next year, your salaries will be increased 50 percent," Nazarbayev said, Trend writes.
