Kazakh head of state urges MPs to be thorough on legislation

Nursultan Nazarbayev took part in the opening of the second session of the VI convocation Parliament, Kazpravda.kz reports.
All the 47 senators and 107 majilismen were present at the session, also attended by the Secretary of State Gulshara Abdykalikova and Government members, led by Prime Minister Karim Massimov.
Congratulating the deputies on the start of the new parliamentary season, the President said that it coincides with the 25
th anniversary of our independence and that they need to adopt many laws necessary for the country’s development. There are urgent laws. However, in the last year, some laws were passed in haste, which told on their quality, he cautioned.
The session starts at a responsible and historic moment for Kazakhstan, in the 25
th year of our independence. The world remains in a difficult economic and political situation, which tells on the situation in Kazakhstan, the President noted.
We were forced to take austerity measures, investments in the economy declined; some plans had to be revised. The decisions and our programs will certainly be fulfilled, Nazarbayev assured, but life prompts us to focus on the most important things in spending. Under these conditions, the anti-crisis action plan of the Government and the National Bank will be continued, and it will be supplemented in due time by new measures.
The President announced the holding of the government’s enlarged meeting in this month's first decade, and he will propose new measures to sustain the population’s employment and incomes.
He also noted that the second phase had started of the Plan of the Nation "100 Steps" and of the comprehensive modernization of Kazakhstan. Special attention must be paid to the public awareness work in this connection.
Parliament should continue the tradition of constructive co-work with the Government in order to create the legal framework. The laws must be thoroughly elaborated and explained in plain language, in simple terms, understandable to the people first, the President pointed to the MPs, the Kazakhstanskaya Pravda reported.
