The tasks in stimulating business to invest in green technologies, modern utilization and processing of solid domestic waste necessitate updating of legislation, including the Ecological Code. This was reported by Deputy Minister of Energy of Kazakhstan Gani Sadibekov during a briefing in the Government, Kazpravda.kz reports.
"To this end, the main directions for the amendment of the Ecological Code are: environmental protection and economic mechanisms in the field of environmental regulation; revision of the EIA procedure; improving the principle of "polluter pays", introduction of integrated environmental permits, improving the procedure for state environmental control," Sadibekov said.
The updated Code will help bring the current environmental legislation to the OECD requirements, the official deems.
The Ministry of Energy has formed a task force to draft the changes and additions to the existing Ecological Code. The draft Code is to be brought to Parliament in December 2019, the Vice-Minister informed.
Five new waste sorting lines will be launched in seven populated areas in Kazakhstan in 2018, the official added. "There are only 5 waste treatment facilities in the counry: in Shymkent for the processing of PET waste and used oils, in Karaganda for the utilization of tail residues of solid waste, in Almaty region for processing polyethylene, in Kyzylzhar district of North Kazakhstan region for processing livestock wastes, "the vice minister said. He also noted that at present there are more than 130 enterprises in the country for collection, sorting and treatment of solid waste that produce more than 20 types of products: manholes, tiles, carton and glassware.
