Two more Kazakh banks slide towards the whirlpool

Following the downfall of Kazakhstan’s second-largest bank Kazkommertsbank, assets of which are being swallowed by its rival Halyk Bank, now one of the country’s niche banks shows signs of trouble after t he National Bank of the Republic of Kazakhstan issued a decree on suspending the license for accepting deposits from individuals and opening bank accounts of individuals of Eximbank Kazakhstan JSC. The bank specialises in cross-border trade credits and transactions, Kazpravda reports.

"By the Decree of the Board of the National Bank of the Republic of Kazakhstan No. 91 dated May 28, 2018, on May 29, 2018, the license for accepting deposits of individuals and opening bank accounts of individuals of Eximbank Kazakhstan JSC was suspended until August 29, 2018 inclusive," – press service of the National Bank of the Republic of Kazakhstan informs. 

It is noted that this decision was made in the framework of the supervisory response to certain bank’s violations of the requirements of banking legislation on the grounds provided for by subparagraphs G and Z of paragraph 1 of Article 48 of the Law of the Republic of Kazakhstan "On Banks and Banking Activity in the Republic of Kazakhstan" for systematic (three or more times during twelve consecutive calendar months) violation of prudential standards and regulations.

"The license is suspended for attracting new deposits and opening new bank accounts of individuals and is not related to servicing of existing deposits and customers of the bank," the National Bank stresses. 

As of May 1, 2018, the volume of accepted deposits of individuals of the bank stood at KZT267 m. The share of the deposit portfolio of individuals of the bank is 0.003% of the total volume of deposits of individuals of the banking system.

At the same time, the National Bank of the Republic of Kazakhstan has issued a decree on suspending the license of Bank of Astana JSC for accepting deposits from individuals and opening bank accounts of individuals.

"Resolution of the Board of the National Bank of the Republic of Kazakhstan No. 89 dated May 28, 2018 suspended the validity of the license of the Bank of Astana JSC to accept deposits from individuals, to open bank accounts of individuals for the term until August 29, 2018 inclusive," the press service of the National Bank of the Republic of Kazakhstan reported. 

It is noted that this decision was made in the framework of the supervisory response to the bank's violation of the requirements of banking legislation on the grounds provided for by subparagraph B of paragraph 1 of Article 48 of the Law of the Republic of Kazakhstan "On Banks and Banking Activity in the Republic of Kazakhstan" for systematic (three or more times during twelve consecutive calendar months) improper performance of contractual obligations for payment and transfer operations. 

"The license is suspended for attracting new deposits and opening new bank accounts of individuals and is not related to servicing of existing deposits and customers of the bank," the National Bank stresses.

As of May 1, 2018, the volume of deposits of individuals of the Bank of Astana is 53 billion tenge. The share of the deposit portfolio of individuals of the bank is 0.6% of the total volume of deposits of individuals of the banking system.
