The draft law aims at introducing amendments and additions to 10 Codes and 28 Acts of the Republic of Kazakhstan.
The deputies have passed legislative amendments to develop the business environment and regulate commercial activities at a plenary session of the Mazhilis chaired by the Chamber’s Speaker Nurlan Nigmatulin at the second reading, a press office of the Mazhilis of Kazakhstan informs.
Speaking of the importance of the draft law, Nurlan Nigmatulin has outlined that the document focuses on the instructions of the Head of State to improve domestic legislation for the business environment’s further development.
According to the Mazhilis Chairman, today’s amendments will create effective mechanisms to boost entrepreneurship as they primarily facilitate the conditions for opening new enterprises, obtaining loans, permissions for construction and taxation.
“All these measures will improve the business climate of the country, enable small- and medium-sized businesses to become the foundation of a strong economy,” said Nurlan Nigmatulin.
So, norms on product labeling and the application of cash registers in commercial activities will have been enacted starting with 2020.
Producers and the Single product labeling operator, which is underway, will be engaged in product labeling, with the requirements to the latter, according to the deputies’ offer, laid down in the draft law. The Single operator should have branches and equipment not only in cities but also in all regional centers to ensure labeling services are in place.
The deputies have also made amendments to simplify the tax administration; to exempt from income tax when providing social services to disabled people; to provide a conditional discount when early payment of administrative fines.
Customs administration is being simplified by extending the terms of filing a full statement, as well as customs procedures in international postal channels.
The norms on tariff concessions in accordance with domestic legislation and international treaties have been improved;
The norms on e-commercial platforms’ development and customer rights protection in e-commercial operations have been clarified.
