
On Nov. 27 Kassym-Jomart Tokayev has arrived in Kyrgyzstan for state visit, with the aim to take part in the regular session of the Collective Security Council of the Collective Security Treaty Organization on Thursday, Nov. 28, in Bishkek.
“Kyrgyzstan is good neighbour, ally and brotherly state for Kazakhstan,” Kazakh President Kassym-Jomart Tokayev said at the the Fifth Supreme Interstate Council of Kyrgyzstan and Kazakhstan.
“For thousands of years, we have been united by reliable, strong bonds of friendship, and for centuries our ancestors have lived in peace, harmony and support for each other in difficult times.
On this creative basis, we successfully build our relationship at the present stage. Kazakhstan and Kyrgyzstan are working fruitfully within the framework of multilateral structures and mechanisms. They contribute to ensuring global and regional stability and cooperation. We share a common vision and similar views on the development of the situation on many topical issues on the international agenda. A treaty and legal framework has been formed between our countries, which includes about 180 treaties and agreements. There is no such comprehensive institutionalization with any state,” he said.
In addition, the Kazakh President noted the presence of a common border, established infrastructure and partnership in the EAEU are important in the Kazakh-Kyrgyz economic relations.
"Thanks to this, Kazakhstan has become Kyrgyzstan's leading trade partner and is firmly on the third position in the Kyrgyz Republic's foreign trade turnover. In turn, Kyrgyzstan is the second trade partner of Kazakhstan among Central Asian states.
In 2015-2018, the volume of mutual trade grew by 30%, amounting to $ 900 million. Kazakhstan is one of the major investors that has invested more than a billion dollars in the Kyrgyz economy. About 2 thousand enterprises with the participation of Kazakhstani capital operate in Kyrgyzstan. Kazakh investors are represented in the mining, processing, construction, trade and banking sectors," the Kazakh leader noted.
Kassym-Jomart Tokayev said that in turn, more than a thousand enterprises with Kyrgyz participation actively operate in Kazakhstan, which make an important contribution to the development of the Kazakh economy.
He drew attention to the fact that cooperation between the border regions is developing systematically and in the spirit of brotherhood.
In addition, Tokayev noted permanency of Kazakhstan's policy of comprehensively deepening strategic partnership with Kyrgyzstan.
“One of Kyrgyzstan’s priorities is to deepen cooperation with Kazakhstan,” Kyrgyz President Sooronbay Jeenbekov said in response. Jeenbekov noted Kyrgyzstan and Kazakhstan are developing multifaceted relations, including social and economic cooperation.
“I believe that friendship and brotherhood between our countries will only develop. Today, our bilateral and multilateral cooperation is developing positively, and we are ready to continue this work," the Kyrgyz leader said.
In addition, President Jeenbekov stressed the narrow and extended format talks as part of Kassym-Jomart Tokayev’s state visit took place in traditional spirit of brotherhood and mutual understanding.
“We discussed a number of important issues of bilateral cooperation, and agreed on the key issues of our cooperation and identified practical mechanisms for their implementation.
I express confidence our negotiations will raise the relations between Kyrgyzstan and Kazakhstan to a new qualitative stage of development. I am confident the Kyrgyz-Kazakh strategic partnership and allied relations will continue to strengthen for the benefit of the peoples of our countries,” Jeenbekov said.
President Sooronbay Jeenbekov also enumerated bilateral documents, expected to be signed:
- Joint Declaration of the Presidents;
- A comprehensive cooperation program between the Kyrgyz Republic and the Republic of Kazakhstan for 2020–2022;
- Agreement between the Government of the Kyrgyz Republic and the Government of the Republic of Kazakhstan on joint actions in the construction of a new bridge and reconstruction of the existing bridge between the auto crossing points Ak-Tilek of the Kyrgyz Republic and Karasu of the Republic of Kazakhstan;
- Agreement between the Government of the Kyrgyz Republic and the Government of the Republic of Kazakhstan on cooperation in the field of migration;
- Agreement between the General Staff of the Armed Forces of the Kyrgyz Republic and the Ministry of Defense of the Republic of Kazakhstan on the organization of reception, aerodrome-technical support and protection of military aircraft at military airfields of the Armed Forces of the Kyrgyz Republic and the Armed Forces of the Republic of Kazakhstan;
- Agreement between the State Service for Combating Economic Crimes under the Government of the Kyrgyz Republic and the Committee for Financial Monitoring of the Ministry of Finance of the Republic of Kazakhstan on cooperation in the fight against economic and financial crimes;
- Agreement between the Ministry of Health of the Kyrgyz Republic and the Ministry of Health of the Republic of Kazakhstan;
- Memorandum of mutual cooperation between the State Inspectorate for Environmental and Technical Safety under the Government of the Kyrgyz Republic and the Committee for Technical Regulation and Metrology of the Ministry of Trade and Integration of the Republic of Kazakhstan in the field of exchange of experience in conducting metrological supervision;
- Agreement between the Investment Promotion and Protection Agency of the Kyrgyz Republic and NC KazakhInvest JSC;
On results of the Fifth meeting of the Supreme Interstate Council of the Kyrgyz Republic and the Republic of Kazakhstan, the following resolutions were signed:
- On further development of the Kyrgyz-Kazakh bilateral cooperation;
- On the checkpoints on the Kyrgyz-Kazakh state border; - On cooperation in the field of logistics;
- On cultural and humanitarian cooperation between the Kyrgyz Republic and the Republic of Kazakhstan.
