
Kazakhstan’s President Kassym-Jomart Tokayev chaired the final meeting of the State Commission for the State of Emergency, where he announced the need to establish what has been dubbed the Otbasy Bank, which will centrally carry out accounting and distribution of housing, Kazpravda.kz cites the President’s press service reporting.
The video conference was attended by akims of oblasts and cities of republican status, as well as the heads of state and law enforcement bodies.The President noted that the state of emergency ended in the country today, but the virus still poses a threat. Therefore, quarantine restrictions in the regions will be lifted depending on improvement of the situation.
He focused on social support issues, referring to the two packages of anti-crisis measures, benefits of 42,500 tenge, given food and household items packages, reduced utility tariffs, deferral of loan repayments and other support measures.The President said that Kazakhstan has sufficient financial reserves and the necessary resources to ensure employment and address development problems.
Particular attention, according to the President, should be given to ensuring food security. Construction of affordable housing should be a powerful incentive for economic development, employment growth and a factor of social support. He ordered to complete work by July 1 on affording an opportunity to the population of using part of the pension savings to improve housing conditions.
According to the President, it is also necessary to introduce a progressive scale of individual income tax in respect of wages and other types of income. The goal is to withdraw from the "shadow" the most massive, opaque lower wage segment.
Tokayev proposed to continue a well-established practice of conducting conferences and meetings of the Government, ministries, akimats in remote format as much as possible and make the egov language simple and understandable to the population.
