
President Kassym-Jomart Tokayev signed the law on Amendments to Legislative Acts of the Republic of Kazakhstan on Martial Law. The President will be given additional powers to determine martial law measures in peacetime.
As noted, the legislation on martial law is planned to be supplemented by an article according to which “the President of Kazakhstan shall determine in peacetime the application of martial law measures, approve the provision on the Headquarters of the Supreme High Command of the Armed Forces of Kazakhstan, on defense councils of regions, cities of republican status, the capital, regulation on the organization of Kazakhstan Government activities during the martial law period, as well as the regulation on state bodies directly subordinate and accountable to him in the martial law period.”
The bill aims to improve the system of the state readiness for defense and military security, bringing the legislative acts of the republic in the field of martial law in line with potential military threats and changes in the nature of military conflicts. It also establishes the competencies of state bodies and organizations (regardless of ownership) for the preparation of facilities subject to protection and defense during the mobilization period, martial law and wartime.
