10 steps forward: Kazakhstanis are promised cardinal changes

Kazakhstan has developed a draft national action plan that covers 10 main areas. This was stated by the Minister of National Economy Ruslan Dalenov.

The first is a new model of public administration.

"An effective personnel policy and decision-making system will be ensured. From July 1, 2021, there will be a transition to a new system of remuneration of civil servants. Measures to reduce state participation in the economy will continue. In total, 10 measures are planned to be implemented," the minister said.

The second direction is economic development in new realities.

"It is planned to pay special attention to the development of the potential of the agro-industrial complex. The active development of the transport and transit sector of the country, support and development of SMEs, including in the affected sectors of the economy, will continue. Work will be carried out to simplify the fulfilment of tax obligations and reduce the shadow economy. A total of 42 measures are planned to be implemented," he noted.

The third one is balanced territorial development.

"The main emphasis is on the competitiveness of the regions. Growth points will be formed taking into account the potential for the development of production and the creation of new jobs. Cooperation will expand to promote domestic goods in the border areas. In total, it is planned to implement two measures," Dalenov continued.

Fourth is social well-being of citizens is the main priority.

"Citizens will be given the opportunity to use part of their pension savings for alternative purposes. A set of measures will be taken to develop rental housing, provide the socially vulnerable population with rental housing. Improvement of social and demographic policy will continue. A total of 10 measures are planned to be implemented," the head of the Ministry of National Economy said.

Fifth. Affordable and quality education.

"A unified educational online platform will be developed. Professional education will be reoriented to the formation of competencies in demand in the labour market. Special attention will be paid to increasing the country's scientific potential. A total of 16 events are planned to be implemented," he stressed.

Sixth. Development of the health care system.

"It is planned to actively develop primary health care and transport medicine to serve rural areas. Measures will be taken to develop the domestic pharmaceutical market. A total of 10 measures are planned to be implemented," the minister explained.

Seventh. Ecology and protection of biodiversity.

"Comprehensive measures will be taken to develop the mineral resource base, water management, fisheries and national parks. It is planned to take measures for green growth and deep decarbonisation of the national economy. In total, it is planned to implement eight measures," he said.

Eighth. A just state to protect the interests of citizens.

"A three-tier criminal model will be built. Further improvement of the local police service will continue. The openness and accountability of the activities of state bodies and the quasi-public sector will increase. A total of 30 measures are planned to be implemented," Dalenov said.

Ninth. Digitalisation is the basic element of all reforms.

"Measures will be taken to eliminate the digital divide and ensure maximum access to the Internet. Processes related to the appointment and payment of pensions and benefits will be digitized. A single database system will be created. A total of eight measures are planned to be implemented," he said.

Tenth. Civic participation in government.

"To expand the active participation of citizens in solving public administration issues, a single legitimate institution of online petitions will be formed. It is planned to conduct direct elections of rural governors, strengthen the status and powers of local self-government bodies. In total, it is planned to implement 7 events," the minister summed up.

Earlier, during his message to the people, President Kassym-Zhomart Tokayev gave a number of instructions to the government.
