President Kassym-Jomart Tokayev addressed the General Political Debate of the 75th session of the UN General Assembly.
The key event of Kassym-Jomart Tokayev's participation in the anniversary event was his speech at the General Political Debate of the 75th UN General Assembly in a video message format.
Addressing the debate participants, the President noted that the 75th anniversary of the UN is taking place at a dramatic and critical time. According to him, the main problem remains the coronavirus pandemic, which is causing serious damage to the global economy and is the source of numerous disasters and suffering for people around the world.
He believes that the rise of trade protectionism and political nationalism has caused systemic disruptions in international cooperation and led to global dysfunction, which in turn undermine the prospects for sustainable development, depriving billions of hope for a better world.
The President urged to think about fulfilling the common moral duty associated with building the paradigm of the New World and opined that now a turning point in history has come for humanity.
International community, he went on to say, should make more efforts to combat the pandemic. He declared the inadmissibility of politicizing the developing of the vaccine against coronavirus, noting the need for a comprehensive international agreement on investment and trade that would facilitate the global production of the vaccine and the efficiency of supply chains for it.
The President considers it necessary to revise the International health regulations in order to enhance the potential of both the World Health Organization and individual countries in the field of prevention and response to pandemics.
In addition, Kassym-Jomart Tokayev proposed to carefully study the idea of creating a Network of regional centers for disease control and biosafety under the UN auspices, expressed Kazakhstan readiness to locate one of these institutions on its territory.
The head of state also noted the relevance of the development and launch of a biological weapons control system and proposed to establish a special body accountable to the UN Security Council - the International Biological Safety Agency.
Tokayev shared his vision of the prospects for the recovery of the world economy, and joined the call of UN Secretary General António Guterres to implement a package of measures to stimulate economic growth, and also supported his initiative to prepare a New Global Agreement aimed at creating equal and greater opportunities for all.
A separate item in the speech was devoted to the implementation of the 2030 Agenda for Sustainable Development. According to the President, the fundamental goal in this direction is complete eradication of hunger on the planet.
The President of Kazakhstan announced the readiness of the Islamic Organization for Food Security, created at the initiative of our country, to provide assistance in the formation of food reserves for a large-scale international humanitarian campaign, and noted the contribution of the volunteer movement, which this year demonstrated numerous examples of inspiring human solidarity around the world.
Tokayev pointed to the continuing crisis of nuclear non-proliferation and disarmament and expressed the hope that the UN member states will support Kazakhstan's call to the nuclear powers to take all measures to save humanity from a nuclear catastrophe. He focused on environmental issues, especially on the problem of climate change, which, in his opinion, is a kind of "catalyst "of other threats.
Tokayev reaffirmed Kazakhstan's strong commitment to developing a carbon-free economy, despite its high dependence on fossil fuels, adding that there is a long road ahead to achieve the goals of the Paris Agreement on climate.
Overcoming of the global challenges of our time, he said, is feasible only through the restoration of an atmosphere of trust and the consistent strengthening of multilateral institutions. Need was emphasized to create a broad coalition to counter international terrorism, and all countries were invited to join the Code of Conduct to Achieve a World Free of Terrorism.
Speaking about the causes of global challenges and threats, the President opined that they are de facto a consequence of problems in public administration systems.
Kazakhstan is determined to build an economically strong, democratically developed "listening state" focused on meeting the needs of every citizen.
Tokayev separately focused on the issue of strengthening regional cooperation in Central Asia, expressing confidence that a prosperous, strong and cohesive Central Asia meets both local and global interests.
The President of Kazakhstan proposed to create a Regional Water and Energy Consortium, aimed at the rational use of transboundary water resources.
He also announced his intention to institutionalize the UN Regional Center for Sustainable Development Goals in Almaty to coordinate the development agenda in Central Asia.
Concluding his speech at the General Political Debate, Kassym-Jomart Tokayev stressed that Kazakhstan will always remain a strong supporter of the UN and will actively participate in fulfilling the collective aspiration for a better and happier future.
