President Kassym-Jomart Tokayev held a regular session of the Supreme Council for Reforms. The session discussed approaches to reformatting the state planning system, heard reports of the heads of the advisory committees on macroeconomic policy, social development, economic diversification and business regulation, reforming the judicial and law enforcement systems, public administration and public services.Tokayev noted that the new system of state planning should ensure consistency and interconnection of programs and reforms and underscored the need to expedite digitalization in the system of state planning reforms. It is also necessary to analyze the entire hierarchy of documents and programs implemented by state bodies.
He also pointed out the importance of the work of the advisory committees and set a specific task - to determine the list of priority reforms and proposals for their implementation. Special attention must be paid to major reforms, in particular, development of the Social Code, the projects Digital Kazakhstan, AIC-2025, also establishment of transparent and uniform rules of the game for all the "players".
Fair competition, reducing administrative pressure are systemic conditions for economic growth, the President emphasized.Broaching reforming of the judicial and law enforcement systems, he said that work should continue on digitalization and introduction of advanced technologies in the activities of judges and law enforcement officers, upgrading the professional skills of the judiciary and law enforcement agencies’ servants.
Legislative changes necessary for the reform, the President said, must be thoroughly worked out in detail.
"…Too frequent changes in the penal and criminal procedural legislation destabilize the law enforcement system as a whole and disorient those who work in this field. The risk of mistakes increases, the price of which can be the fate of our citizens. Basically, the pace set in this is good enough. I think that next year reforms in this area should pick up good momentum and lead to concrete tangible results," Kassym-Jomart Tokayev said.
The entire system of public administration, he stressed, should become really "client-oriented", and the main client should be citizens of Kazakhstan. In fact, the entire system of public administration has to be rebooted - from civil service to local government. The meeting approved the work plan of the Supreme Council under the President of Kazakhstan on reforms for 2021 and the composition of advisory committees.
