The third meeting of the Supreme Council for Reforms was held in the Akorda Palace chaired by President Kassym-Zhomart Tokayev. The meeting agenda included development of the National Development Plan of the Republic of Kazakhstan through to 2025, the new State Planning System, the Concept for the Development of Public Administration through to 2030, Privatization Plan for 2021-2025, as well as a package of urgent reforms and the national population census.
Prime Minister Askar Mamin, Deputy Chief of Staff of the Presidential Administration Timur Suleimenov, Chairman of the Agency for Strategic Planning and Reforms Kairat Kelimbetov, Chairman of the Agency for Civil Service Affairs Anar Zhailganova made respective reports.
After the reports and subsequent reactions, the President detailed on the agenda items, setting out a specific vision for their implementation. The updated State Planning System should build a more flexible architecture of program documents, increase the interconnectedness of strategic and budget planning, clearly establish the direct responsibility of the heads of state bodies and organizations for the fulfillment of assigned tasks.
In order to become one of the world's leading nations, it is proposed to identify three key areas for the country's further development: the quality of institutions, well-being of citizens, and a strong economy.
The main document defining the tasks for the medium term will be the National Development Plan of the country through to 2025, which will reflect the vision for the development of the most important industries, guidelines for improving key policies. National projects will be focused on addressing key problems in a particular area and industry. They should be maximally substantive, aimed at a specific result in a certain period and fully funded.
Currently, work is underway to develop projects on digitalization, development of the agro-industrial complex, entrepreneurship, competition, environmental protection and a number of other areas. These documents must be developed and approved no later than July 1 of the current year.
Kassym-Jomart Tokayev instructed to ensure active involvement of competent experts in the discussion of industry issues, and in the areas of most important public interests- of a wide range of citizens.
The draft National Development Plan of the Republic of Kazakhstan through to 2025, presented by the Government, consists of 12 strategic directions in the main blocks of development: institutional, economic and social.
The key results of the Development Plan should be reaching a growth trajectory of more than 5% by 2025, an increase in the share of SMEs in GDP to 35%, investment in fixed assets - up to 30% of GDP, non-resource exports – doubling, to 41 billion tenge, labor productivity - by 45%. Measures to improve Kazakhstanis’ standard and quality of life will help to increase life expectancy to 75 years. It is also planned to improve Kazakhstan's position in international rankings in terms of student knowledge, digital competitiveness, and the rule of law. Tokayev noted that the National Plan lays down key benchmarks and digital parameters for the country’s development, taking into account current global trends. Its implementation quality, he believes, will determine what our country will be like in the medium term.
As many of the proposed reforms under the National Development Plan will require changes to a number of legislative acts, including the Entrepreneurial, Budget and Tax Codes, the President noted the need for constructive interaction between the Government and Parliament. The draft Concept for the Development of Public Administration through to 2030 was considered and the Government was instructed to adopt a detailed Action Plan with the allocation of appropriate resources.
During the meeting, a draft Privatization Plan for 2021-2025, a package of urgent measures, the population national census were also presented. The census is scheduled for October this year, and by mid-2022 the Government is to publish the final data.
