Head of State took part in Samruk Business Forum

President Kassym-Jomart Tokayev, took part in the Samruk Business Forum.In his speech Tokayev noted the importance of today's forum for domestic business and Samruk-Kazyna Fund. In particular, direct offtakes or preliminary contracts and strategic agreements were signed the total sum of 67 billion tenge. The President expressed support for partnerships between large state corporations and business representatives, which is especially important in the period of fighting economic consequences of the pandemic.

According to him, quasi-public sector, especially the Samruk-Kazyna Fund have an important role in the development of domestic industry. Need was emphasized to more effectively use the opportunities for joint innovative developments, create a value chain around the Fund's large enterprises, provide infrastructure support, develop human capital, and export markets.

Tokayev urged to improve the methodology for determining local content, in which there should be no ambiguity and different interpretations. This will allow building a correct industrial policy. He also emphasized that Kazakhstan is steadfastly pursuing the course of denationalizing the economy. The privatization plan until 2025 includes about 700 state-owned enterprises, 112 of which are part of the Samruk-Kazyna structure.

Three main principles of denationalization policy were formulated.

“First, privatization should exclude emergence of private monopolists.

Second, the sale of assets to private hands should help reduce the burden on the budget.

Third, privatization should have a concrete economic return,” Tokayev said.

Investment initiatives, the progress of work on the phased transformation of the fund into an investment holding and a number of digital projects of Kazakhtelecom JSC were presented. The forum resulted in a number of signed off-take contracts and strategic agreements.
