Tokayev was presented the ministry’s 2020 progress report, account on the prospects for digitalization development, progress of tasks of increasing the availability of Internet communications, including in rural areas.
According to the Minister’s report, requirements for the communication quality have been approved: the minimum quality thresholds were determined for 3G / 4G networks. Previously, the minimum threshold for communication quality was not regulated.
Amendments were developed to the legislation on the allocation of radio frequencies in the auction format, which is important in the process of transition to 5G. Also, amendments have been prepared, according to which the amount of fines for violation of communication quality parameters is increased to 1000 MCI.
Steps were taken to ensure availability of public services. Bagdat Mussin spoke about the introduction of biometric identification into the eGov mobile application, which significantly reduced the time for registration and receiving services by the population. Tokayev instructed to speed up the work on the provision of public services through this application.
In the context of implementing the concept of "Listening State", an e-appeal service was presented, which will enable citizens to submit appeals in a few clicks and receive prompt feedback from government agencies.
The minister also accounted on the activities of the state corporation Government for Citizens, including plans to upgrade 115 service centers throughout the country, also the use of the experience of the presidential youth succession pool in the selection of candidates for leadership positions, including for the posts of heads of public service centers. Supporting this idea, the President pointed out the importance of ensuring maximum transparency in the selection process. This work will be carried out jointly with the Civil Service Agency.
Bagdat Mussin reported on the transformation process of the Digital Kazakhstan National Project, the main focus of which will be ensuring interaction between the state and citizens and digitizing all life situations related to solving the population’s problems. Concerning development of the Kazakh satellite communications system KazSat: a decision was made to terminate the KazSat-2R project in favor of innovative solutions, including those related to new generation communication satellite groups. This will save billions of tenge of budget funds.
