Kazakh President chairs Supreme Council for Reforms meeting

Kassym-Jomart Tokayev chaired the fifth meeting of the Supreme Council for Reforms, held as a videoconference. The agenda of the event included five issues. Chairman of the Agency for Strategic Planning and Reforms Kairat Kelimbetov accounted on the development of national projects, Bagdat Mussin, Minister of Digital Development, Innovation and Aerospace Industry- on transformation of the Digital Kazakhstan national project, Agriculture Minister Saparkhan Omarov on preparation of the national project for agro-industrial complex development through to 2026. Proposals on the reform of justice were presented by the Chief Justice of the Supreme Court Zhakip Assanov and Chief of Staff of the Presidential Executive Office Yerlan Koshanov.

Having listened to the reports, the President detailed on the prospects for the further development of the reform strategy, gave specific comments and instructions on each of them. In particular, Tokayev pointed out the inadmissibility of piling up and duplicating national projects. They should be focused on addressing key tasks that require concentration of efforts and resources "here and now."

The President stressed that national projects should be provided with all resources and have an unconditional priority when receiving budget funding.

He thanked his deputy for the Supreme Council for Reforms, Sir Suma Chakrabarti and his team for the fruitful work on the analysis of national projects (Gap analysis).

On the national project Digital Kazakhstan, innovations presented in the report of Bagdat Mussin were positively assessed. The President approved the approaches proposed in the Concept for the Development of the Digital Industry and the DigitEL national project

He said that the national project for the agro-industrial complex development through to 2026 should be absolutely applied, with a focus on solving the key development aspects. In general, he approved the basic approaches to reforming the agro-industrial complex. Following the discussion, the Government was instructed to finalize the project.

Speaking about legal reforms, the President pointed out the importance of a consistent and systematic modernization of the judicial system in order to ensure impartial and fair justice. The Parliament was asked to adopt the corresponding bill this year.

Tokayev said that all changes in the political, judicial, economic and social spheres must be correctly communicated to our foreign partners. Special representative for international cooperation Yerzhan Kazykhan was entrusted to coordinate this area.In addition, the President raised investment disputes, the issues raised by Sir Suma Chakrabarti in his report.

"We need a quality breakthrough, which means a well-coordinated and effective work, to which I urge everyone," the President said.
