The construction of the SEZ infrastructure has not been completed. Since 2015, 162 billion tenge has been allocated for development of the SEZ, however, only one project has been launched!
Large projects for production of polypropylene and polyethylene have not yet been implemented, because no investors have been found and sales markets have not been identified.
The government and the Samruk-Kazyna Fund should accelerate the implementation of these projects.
Almasadam Maidanovich, I ask you to consider projects in the field of oil and gas chemistry as a priority in the work of the Fund. Take all the work in this area under special control.
Roman Vasilyevich, I know that the akimat is requesting about 12 billion tenge for development of highways.
The amount is rather big, I ask you to calculate in detail the real need and resolve the issue of financing.
On my instructions, the Government and the Presidential Administration adopted personnel decisions in relation to persons who made serious mistakes in the work related to the quality of roads. This work should be under constant control of the Government and akims.
It is required to sort out in detail the problems and omissions at the local level and, if necessary, punish the relevant officials. Without this a positive result cannot be achieved.
It is necessary to take a set of measures to strengthen control over the strict observance of standards in the field of road construction.
I also ask the Government to make proposals on the maximum use of the country's transport and transit potential. They should concern not only the issues of road construction and operation.
There is a whole range of problems to be solved, in particular, it is negotiation work with foreign partners, issues of fast border crossing, introduction of road use charges.
Competition is growing, you can't stand still!A separate issue is the competent arrangement of automobile flows within cities.
In this regard, I instruct the Government and akims to resolve the issue of using specially designated bus lanes outside rush hours and on weekends.This practice is common in Moscow, Istanbul and Paris.
Unified traffic control centers should be created in cities. The tasks of the centers will include coordination of the work of authorized bodies in this area, as well as consideration of complaints and suggestions of citizens, for example, on the absence of road signs, non-working traffic lights, and so on.
I instruct the Government, together with the regional akims, to take measures to create such centers in the regions.
Sustainable energy supply to the region.The successful development of the region is impossible without solving this issue.The region must be reliably and fully supplied with electricity.So far, there are problems in this direction.Emergency power grid failures led to the shutdown of the Atyrau oil refinery.In turn, this deteriorated the situation on the fuel and lubricants market.
On my instructions, a Scheme of strengthening transit links between the western regions of the country and their integration with the unified energy system of Kazakhstan is being developed.
In general, the Government needs to take a set of measures to improve the reliability of the functioning of the electrical network of the western region.
Today, part of the region's population and a number of large oil-producing enterprises in the region consume water from the Astrakhan-Mangyshlak main water pipeline.
Its length is more than 1 thousand kilometers, and today the wear has reached 80%.
In this regard, there is a high probability of limiting the supply of water not only in Atyrau, but also in the Mangistau region, which also takes water from this water conduit.
This is a long-standing question. It's time to solve it.I instruct the Government and the Samruk-Kazyna Fund to ensure the reconstruction and modernization of the Astrakhan-Mangyshlak water pipeline.
The problem of access to drinking water in rural areas has not yet been resolved.
In the region - 30 villages or 20% of the total number of rural settlements are not provided with drinking water of appropriate quality and in full.This year it is planned to provide only 7 villages with drinking water. These are very low rates.
I instruct the Government, together with the regional akimat, to completely resolve this issue in two years.It is well known that the quality of life and health of the population depends on the state of the environment in the region.
The most important task of the Government and the regional akimat is to drastically reduce emissions of harmful substances from large industrial enterprises.
Atyrau is consistently included in the list of cities in Kazakhstan with a high level of air pollution.In 2020, the city recorded 160 cases of air pollution that exceeded the standard indicators.The ecological situation of the city is also aggravated by close proximity of the "Tuhlaya Balka" evaporation fields.
I instruct the Government, the Samruk-Kazyna Fund and the regional akimat to fully complete the reclamation of the evaporation fields, as well as the construction of sewage treatment facilities in the city in 2023.
Further. 75% of municipal solid waste landfills in the region do not meet environmental requirements.To solve this problem, it is necessary to actively apply the mechanisms of public-private partnership.Again, legislative and regulatory mechanisms have already been adopted. It is up to the practical work of the akimat.
The non-governmental sector and sectoral NGOs should be more actively involved in comprehensive monitoring of the environmental situation in the region.
