The President has signed an order approving the National Security Strategy of the Republic of Kazakhstan for 2021-2025. The national security strategy, previously considered and approved at the Security Council meeting, chaired by the First President Nursultan Nazarbayev, contains conceptually updated approaches to protecting the country's national interests.
The strategy is one of the fundamental documents of the new system of state planning and focuses on addressing key challenges that are forecast over the next five years.
Among them, firstly, is continued coronavirus pandemic and other threats to biological security. Secondly, technological changes, radically transforming the economy, labor relations, social sphere, information space and communications. Thirdly, crisis phenomena in foreign markets, which affect the financial and economic sphere. Fourth, further escalation of tension in the global and regional arena that has a negative impact. In this regard, many developed countries of the world are revising their national security policies based on new international and national reality. The Strategy defines the main priorities for strengthening national security.
The security of citizens, society and the state is put at the forefront. The strategy focuses on ensuring security in the human capital - first of all, preserving and enhancing the intellectual potential of the nation. The basic factors of national security include development of public healthcare, along with comprehensive work to ensure biosafety.
This area also covers improving the efficiency of law enforcement bodies and the judicial system, protecting the population from all types of offenses.
The tasks of economic security have been significantly adjusted. It depends on transition to a growth model that is resistant to external shocks, stimulating productivity and increasing the level of technological sophistication, creating permanent high-productivity jobs and conditions for raising the population’s incomes.
In particular, food security, financial system stability, and minimization of risks in the transport and transit sector are topical areas. Also among the priorities is environmental safety, including not only protection of ecosystems, but also the natural resources management. A special place here belongs to the country's water security.
It is required to systematically step up work to prevent and minimize the consequences of natural and man-made disasters. In the information security, an important role is assigned to countering growing cyber threats, protecting the personal data of Kazakhstanis, information infrastructure, strategic facilities and, in general, enhancing the security of the national information space.
Ensuring defense capability, promoting national interests in the international arena are among the traditional areas of national security. At the same time, their content has undergone serious changes, reflecting new regional and global challenges, including hybrid and asymmetric ones. For each priority area, preventive mechanisms and specific measures to prevent threats have been developed. They will be implemented through the National Security Risk Management Action Plan, and will also be included in national projects and other documents of the state planning system.
A unified system of indicators is formed based on advanced methods of strategic risk management. This will enable operational monitoring of measures to implement the Strategy, assess their impact on the state of security of citizens and the state.
